Abstract Individuals encounter and experience different costs, conceptualized as administrative burdens, when seeking access to social welfare programs. Scholars practitioners suggest that digitalizing redesigning application processes could alleviate shift some of these negative experiences. However, empirical research testing whether real interventions achieve this remains scarce. In a laboratory experiment, we randomly assigned participants ( n = 120) one two for student financial aid program: the standard paper‐based or digitalized redesigned procedure. Students encountering latter experienced significantly less were more satisfied, completed higher proportion process steps. Furthermore, functional literacy improved bureaucratic encounter. These findings reveal potential burdens.

Abstract Based on a systematic review of 119 articles and working papers, we provide an overview how administrative burdens in citizen–state interactions have been studied since the inception research agenda 2012. Abstract Administrative burden in social welfare programs is increasingly recognized as a barrier to eligible individuals' access their legally entitled benefits. Using composite indices of administrative rules for three major safety‐net (Temporary Assistance Needy Families, Supplemental Nutrition Program, and Medicaid) that vary the degree type costs conferred on claimants across states between 2000 2016, we examine effect rule program participation using two‐way fixed effects models. Abstract A key claim in the administrative burden framework is that citizens do not experience interactions with public programs as equally burdensome. Existing research has argued citizens' generic human capital may influence severity of these experiences. Administrative burden (AB) focuses on citizens’ subjective experiences upon facing administrative tasks as potential public policy beneficiaries. This paper examines the AB experienced by professionals in healthcare, this case, general practitioners (GPs). After distinguishing between red tape and AB, we test whether onerous experience of following guidelines procedures is associated with their intrinsic motivation (IM) and, indirectly, patient (PE). Improving Delivery of the Social Safety Net: The Role of Stigma DOI

Abstract Many low-income households in the United States miss out on social safety net benefits because of information, compliance, and psychological costs associated with take-up government assistance. Yet, empirical evidence impact learning take-up, how to reduce them, is mixed.
