Abstract Through learning, policy actors can maintain, reinforce, or revise their beliefs and positions about the design outcomes of policies. This paper critically analyzes factors influencing learning by comparing processes two EU laws recent “Fit for 55” climate package: (i) revised provisions on increasing energy efficiency in companies included recast Energy Efficiency Directive (ii) new FuelEU Maritime regulation provided decarbonizing maritime shipping. The lack of ambitious climate change policies in large anglophone countries, such as the United States, has been explained by strong media presence denialist arguments against science. The Power of Peers: How Transnational Advocacy Networks Shape NGO Strategies on Climate Change DOI

What explains variation in the tactical choices of non-governmental organizations (NGOs)? This article uses network autocorrelation models to establish how climate change NGOs are shaped by their embeddedness transnational advocacy networks. Specifically, it finds that more likely adopt protest tactics when adjacent – those with whom they have direct ties already done so. The equivalent occupy similar relational roles do not appear be influential. Qualitative evidence also shows affected pressure from peers, which alters perception costs and benefits. Prominent current policy problems such as climate change, migration, or the financial crisis embrace a multitude of issues that are tackled within single‐ multiple‐policy subsystems. However, interdependencies among actors arise due to their multi‐issue engagement often discounted when studying processes, including learning dynamics and alliance trust formation engaged in multiple issues. Abstract The wide application of networks in public administration has been driven by the practical need to address increasingly complex management and policy problems. To understand outcomes network structures, we reviewed empirical research examined effects six structural properties across five most studied domains. We found that certain such as global connectedness were consistently associated with positive effects. Other structures brokerage/structural holes provided mixed findings, depending on domain. Bureaucratic reputation in the eyes of citizens: an analysis of US federal agencies DOI

Bureaucratic reputation has been defined as a set of beliefs about public organization’s capacities, roles, and obligations that are embedded in network multiple audiences (Carpenter, 2010). Although one the most important democracy is citizenry, very little empirical investigation looked at citizens’ specific government agencies what individual or contextual factors influence these beliefs. To examine this question, study analyzes data from unique 2013 Pew Political Survey represents responses 1500 US citizens on reputations 12 federal agencies.
