One of the few actors whose mission is to provide support and advocacy for refugee communities with limited access information services are humanitarian non-governmental organizations (NGOs). This study examines narratives produced by leading NGOs on one most popular social media platforms today—namely, Twitter. Why have fundamental policy positions within the EU migration field remained relatively stable despite changing composition of players and several 'external shocks' in last two decades? To complement existing explanations status quo tendencies policy, this article applies a network-centred organizational approach shedding light on environment which policymakers form their understanding problems make choices. This Element compares crisis-specific policymaking, its causes and consequences, at the two levels of EU polity during COVID-19 refugee crisis 2015–16. In both crises, policymaking responded to exogenous pressure was dominated by executive decision-making. Still, it also differed in three critical aspects: much more salient, consensual, effective than crisis. Abstract States struggle to establish multilateral cooperation on migration – yet they include more and provisions in preferential trade agreements (PTAs). This article sheds light this phenomenon by introducing the Migration Provisions Preferential Trade Agreements (MITA) dataset. Covering 797 signed between 1960 2020, dataset offers a fine-grained coding of three types provisions: those that facilitate international mobility service providers labor migrants, protect migrant rights, control unauthorized migration. Against backdrop limping multilateralism, we examine PTAs’ policy content with regard two key dilemmas: conflicts interest within developed countries them developing countries. Facilitating business might be possible way around first dilemma, commonly referred as ‘liberal paradox': tension economic demands for openness political calls closure. Nevertheless, facilitation is largely limited highly skilled migrants economies. tend included countries, which signals states use issue-linkages address second i.e. asymmetries. Abstract What does the research literature on refugee and asylum migration tell us about impact of global norms standards protection asylum-seekers refugees? We conducted a systematic review across six case countries two key issues in contemporary governance: ‘mobility’ ‘containment’. Is there empirical evidence for a liberal paradigm that informs South American immigration governance? And how does this relate to other ideas on managing immigration?
