Purpose This paper aims to investigate the motivating factors for Malaysian governmental agencies (MGAs) embrace chatbot technology. Design/methodology/approach Based on technology-organisation-environment (TOE) framework, using purposive and snowball sampling techniques, 262 online data from MGA top management were gathered. Smart PLS4 was employed test hypotheses of study. Findings The findings demonstrated positive relationships between technological readiness (TR), big analytics (BDA), organisational (OR), learning capabilities (OLC) policies (GP) concerning adoption intention also relationship GP with OR. A mediating effect observed, which indicated OLC role in positively BDA, OR as sequential mediators BDA intention. Purpose Generative conversational artificial intelligence (AI) demonstrates powerful skills for general tasks but requires customization specific tasks. The quality of a custom generative AI highly depends on users’ guidance, which has not been studied by previous research. This study uses social exchange theory to examine how AI’s cognitive and emotional affect guidance through different types user engagement, these effects are moderated relationship norm orientation. Design/methodology/approach Based data collected from 589 actual users using two-wave survey, this employed partial least squares structural equation modeling analyze the proposed hypotheses.
