Purpose Citizen engagement (CE) in public policy is increasingly considered to be an important feature of governance worldwide. The aim this study explore the impact e-government usage (EGU) on citizens’ engagement. In addition, investigates mediating effect government reputation (GR) and moderating role digital divide (DD) EGU citizens' relationship. Design/methodology/approach Data were collected from 938 respondents Vietnam with a random method. This used partial least squares – structural equation modeling method examine hypotheses. Findings results show that GR are critical determinants CE. Furthermore, plays relationship between also how DD moderates nexus. Practical implications findings provide valuable evidence implications. Public officials must improve administrative capacity as determination for Moreover, should continually carry out policies reduce DD. Purpose Nations are opening their “digital borders” to allow the free movement of business, employment and skills. However, this process digitalization is fraught with challenges. This study aims identify these challenges build a solution-oriented framework for smart nations. Design/methodology/approach conducted systematic literature review, analyzing 69 peer-reviewed academic papers out 5,958 identified papers. Findings The nation building were categorized as follows: people society, technology innovation, digital infrastructure, politics, governance, economics business sustainability.
