Objectives:
This
study
explores
the
impact
of
implementation
Omnibus
Law—specifically
employment
cluster—on
industrial
relations
management
and
human
resource
(HRM)
in
Indonesia.
Methodology:
Employing
a
qualitative
approach,
research
integrates
semi-structured
interviews,
literature
reviews,
Analytic
Network
Process
(ANP)
analysis
to
identify
challenges,
solutions,
appropriate
strategies.
Finding:
The
findings
reveal
that
Law
introduces
flexibility
managing
HRM
but
also
poses
significant
such
as
shifts
patterns,
increased
tensions
between
workers
employers,
concerns
over
worker
welfare.
Opposition
from
labor
unions
centers
on
issues
reduction
rights,
removal
limitations
fixed-term
contracts,
is
perceived
disadvantage
workers.
Based
analysis,
an
model
proposed
emphasizing
sustainable
tripartite
dialogue,
strengthening
union
capacity,
welfare-oriented
flexible
work
policies,
technology-based
supervision.
Conclusion:
