Activation policies, especially formal upskilling, can strengthen social inequality among long-term unemployed people. Also, receiving skill-enhancing activities may be at odds with the ‘work first’ principle. Drawing on interviews frontline workers in Norwegian employment and welfare service (NAV), this article analyses how handle challenging aspects arising from activation policies providing enabling to claimants who need comprehensive support. This article investigates how tensions between temporal structures influence the perceptions of Danish job centre pathways among long-term unemployed citizens and frontline professionals, as well challenges they face in aligning with imperatives centre's institutional time. study draws on qualitative individual interviews 28 citizens, two focus group professionals observations four citizens’ meetings centres. Abstract Despite widespread support for integrated service delivery (ISD), the challenges of making ISD a sustainable feature public sector remain unresolved. This article offers new insights to this persistent challenge by developing novel theoretical framework, inspired perspective institutional complexity, and applying it case Danish job centers. We demonstrate how contradictory layered nature governance arrangements simultaneously pose demands integration ‐separation on Consequently, center managers can neither prioritize one nor blend them into hybrid practices. Instead, their attempts further inherently temporary—as they are continuously forced reverse back old organizational boundaries, oscillate between work processes supporting separation, rebuild collaborative relations.
