Abstract
The
emergence
of
the
administrative
burden
literature
has
generated
new
theoretical,
conceptual,
and
empirical
knowledge.
However,
accumulation
comparable
knowledge
is
limited
by
lack
validated
measurement
core
concepts.
This
article
validates
a
four‐item
scale
tolerance
,
that
is,
people's
acceptance
state
actions
impose
burdens
on
citizens
residents
interacting
with
government,
using
data
from
seven
countries

Administrative
burdens
are

policy

pandemic

ABSTRACT
A
key
claim

the
administrative

framework

that
vulnerable
citizens
are
more
affected
