Typical quantitative evaluations of public policies treat as a binary condition, without further attention to how are implemented. However, policy implementation plays an important role in the impacts behavioral and health outcomes. The field policy-focused science is beginning consider may be conceptualized analyses (e.g., mediator or moderator), but less work has considered measure for inclusion work. To help address this gap, we discuss four design considerations researchers interested developing identifying measures using three independent NIH-funded research projects studying e-cigarette, food, mental policies. Mini case studies these were developed via group discussions; used logic model structure our discussions. Design include (1) clearly specifying under study, (2) interdisciplinary team consisting practitioners with expertise methods, law, science, subject matter knowledge, (3) mixed methods identify, measure, analyze relevant determinants processes, (4) building flexibility into project timelines manage delays challenges due real-world nature policy. By applying their own work, can better identify develop that fit needs. experiences highlighted paper reinforce need high-quality transferrable implementation, area where collaboration between scientists experts could particularly fruitful. These measurement practices provide foundation build on incorporating grows will ensure more complete understanding impact

Abstract Background Research use in policymaking is multi-faceted and has been the focus of extensive study. However, virtually no quantitative studies have examined whether determinants research vary according to type or phase policy process. Understanding such variation important for selecting targets implementation strategies that aim increase frequency policymaking. Methods A web-based survey US state agency officials involved with children’s mental health was conducted between December 2019 February 2020 ( n = 224, response rate 33.7%, 49 states responding (98%), median respondents per 4). The dependent variables were composite scores using general, specific types (i.e., conceptual, instrumental, tactical, imposed), during different phases process agenda setting, development, implementation). independent four use: leadership use, barriers skills, dissemination (e.g., lack actionable messages/recommendations summaries, interaction/collaboration researchers). Separate multiple linear regression models estimated associations determinant scores. Results Determinants varied significantly by For example, only associated imposed β 0.31, p < 0.001). Skills tactical 0.17, 0.03) agenda-setting 0.16, 0.04). Dissemination most universal as they inversely conceptual −0.21, 0.01) instrumental −0.22, all three Conclusions Decisions about target policy-focused strategies—and are selected affect these targets—should reflect influence.

Abstract This debate paper asserts that implementation science needs to incorporate a key concept from entrepreneurship—market demand—and demonstrates how assessing an innovation’s potential market viability might advance the pace and success of innovation adoption sustainment. We describe concepts, language distinctions, questions entrepreneurs pose scientists—many which scientists appear ill-equipped answer. The concludes with recommendations about concepts entrepreneurship, notably assessment, can enhance translation research discoveries into real-world adoption, sustained use, population health benefits. further proposes activities science’s capacity draw field along data foundations required assess cultivate demand.
