To explain the poor results of several international collaborative projects dedicated to exploring eco-city concepts in China, some scholars pointed out that Chinese policymakers operate a form cherry-picking prefers technical knowledge policy proposals. Abstract This study introduces a translation perspective to analyze the policy harmonization process, highlighting imitation, brokering, and editing in shaping dynamics at EU national levels. Abstract This paper develops a theory of the relationship between policy disasters and political institutions. Policy disasters, defined as avoidable, unintended extreme negative outcomes, are important political, historical events above that receive relatively little attention from scientists scholars public policy. Using predictions punctuated equilibrium theory, I argue systems with higher error accumulation will experience more disasters. Systems veto players weaker information flows but have stronger impact than players. test this using data on financial crises natural technological across 70 countries over 60 years. find strong evidence tend to greater disaster risk.
