To explain the poor results of several international collaborative projects dedicated to exploring eco-city concepts in China, some scholars pointed out that Chinese policymakers operate a form cherry-picking prefers technical knowledge policy proposals. Abstract This paper develops a theory of the relationship between policy disasters and political institutions. Policy disasters, defined as avoidable, unintended extreme negative outcomes, are important political, historical events above that receive relatively little attention from scientists scholars public policy.
