study
aims
to
identify

the
critical
factors
that
enable

constrain
municipalities
in
developing
their
technology
capability.

empirical
analysis
based
on
data
collected
through
a
questionnaire
distributed
managers
Slovenian

2023,
yielding
sample
143
responses.
