Digital transformation, driven by disruptive technologies, is significantly altering economies and societies worldwide. For public organisations, embracing technologies can enhance efficiency, productivity, transparency, service delivery. However, successful integration of these requires comprehensive readiness at an organisational level. Accordingly, this study aims to identify understand the critical factors that enable or constrain municipalities in developing their technology capability. The empirical analysis based on data collected through a questionnaire distributed managers Slovenian between April July 2023, yielding sample 143 responses. results structural equation modelling approach reveal complex relationships identified capability determinants components. These findings offer valuable insights for researchers, practitioners, policymakers aiming navigate landscape adoption within organisations.
