The impacts of climate change materialize in different ways and are varying magnitudes at locations around the world. Adaptation is a global policy challenge because some those propagate across borders. presence borders influences responses that may aim preventing, alleviating, or exploiting impacts. Yet dynamics to cross-border have not been explored research on coherence. We extend analysis coherence integration cover adaptation policies enacted but interacting geographical locations, proposing conceptual approach how do this. illustrate our with examples European Union (EU) related ramifications originating Arctic. ABSTRACT Policy tools are a critical part of policy-making, providing the ‘means’ by which policy ‘ends’ achieved. Knowledge their different origin, nature and capabilities is vital for understanding formulation decision-making, they have been subject inquiry in many policy-related disciplines sector-specific studies. Yet crucial aspects remain unexplored. Existing studies on used tend to focus ‘substantive’ – those directly affect outcomes such as regulation or subsidies largely neglect ‘procedural’ indirectly but significantly processes outcomes. A key aim this special issue fill knowledge gap field. This article introduces establishing that procedural play more determining role public policy-making than generally acknowledged deserve systematic into workings, impact process organization delivery private goods services.

Policy integration is considered an important mode to govern cross-cutting policy problems effectively. In the context of climate change adaptation, calls for strengthened have recently emerged ensure timely, adequate and effective actions. Though research on adaptation still in its infancy, current knowledge from studies offers a solid basis informing future work integration. This paper reviews main reasons why governments pursue integration, identifies key enabling constraining conditions, discusses evaluation adaptation.

Abstract Many governments in Europe and beyond have subscribed to mission-oriented innovation policies (MOIPs), aiming steer systems directly address grand societal challenges. The emerging diversity of MOIPs, however, creates difficulties define this approach assess its effectiveness efficiency. In paper, we propose a new typology for MOIPs. It consists four ideal types missions extends the established dichotomy transformer accelerator missions. framework emphasizes role state drawing attention implementation process governance requirements as key features mission implementation. A first application across diverse German Hightech Strategy 2025 demonstrates analytical value allows identifying type-specific sum, operationalization improve understanding MOIPs enhance possibilities systematic comparisons impact assessments.

Abstract Policy tools are chosen and deployed in the expectation that they will continue to work effectively over extended periods of time. This is a tall meet, given nature policy problems their contexts change constantly. To operate face these changes respond feedback from actors outputs, mixes must be robust. robustness two types: static which means adapt while goals remain unchanged, dynamic both change. The first equates with resilience—that is, ability bounce back previous state attain original altered caused by some internal or external conditions. second, however, more complex as it can involve aspects well order allow policies broadly altering form response changing circumstances. second type “dynamic robustness” focuses attention on need for agility upon requisites creation designs substantive state. article lays out concepts interrelationships kinds procedural other involved achieving either. Abstract Research on policy integration has become an important part of public scholarship by analyzing how policymakers create linkages between subsystems to deal with complex problems. To develop this research program further, it is crucial know relates broader theoretical and methodological developments in the field studies. This article reviews empirical literature last 10 years focusing concepts, theories, design, methods, drawing upon a sample 413 articles. Results show no systematic patterns these four dimensions combine research. Above all, stages theories process appear be incorporated studies only very limited extent. These findings point new directions for research: (1) Striking balance conceptual richness consolidation regarding “policy integration”; (2) An increased focus evaluation integrated policies; (3) More attention actor-oriented explanatory theories; (4) The potential combining qualitative quantitative methods data analysis.

Abstract Environmental policy integration (EPI), that is, the incorporation of environmental concerns in non‐environmental areas, has been widely adopted public policies. However, EPI research found much discrepancy between objectives and actual implementation. This paper argues analyzing context mixes with multiple objectives, instruments their calibrations helps to better understand unavoidable tensions limitations. District heating systems are considered a feasible alternative to replace natural gas mitigate emissions in cities. However, urban transitions very complex because energy often operate densely populated areas, which gives rise all kinds of interdependencies These can result unintended consequences indirectly help or hinder transitions. Understanding these influences the transition climate neutrality. This research investigates lessons learned from project conducted Rotterdam: high-density city Netherlands is expanding its district systems. We use qualitative system dynamics models explore underlying complexity and recognize indirect policies. Our results cover both technologically oriented policy-oriented insights, contributing literature on governance On one hand, national strategies activate mechanisms that support cities with such as Rotterdam. other same could also lead potential rivalry between efficiency security, crucial goals governance. Participative modeling provides policy-makers an analytical tool detect systemic dependencies be used identify synergies barriers among different policy objectives. helps avoiding including carbon-heavy displacing investments renewable
