Vaccine hesitancy is a global problem with diverse local policy responses, from voluntaristic to coercive. Between 2015 and 2017, California, Australia, France, Italy increased the coerciveness of their childhood vaccine regimes. Despite this apparent convergence, there little evidence imposition, learning, or diffusion - drivers that are usually discussed in scholarly literature on convergence. The fact four governments were oriented across political spectrum, quite different institutional systems, further indicates an empirical puzzle. To better understand enhanced mandates, crucial issue during coronavirus disease 2019 (COVID-19) rollout, article engages case studies assembled qualitative analysis semi-structured in-country interviews document between November 2018 2020. Key informants had specific expert knowledge played role introduction implementation new policies. Interview transcripts coded inductively deductively, augmented extensive legal, policy, academic media documents. The identifies two key interacting elements government decisions tighten mandates: functional pressures. Policy-makers France primarily driven by challenges, vaccination governance systems under threat reduced population compliance. California Australia did not face systemic threats functioning but activists utilised opportunities heighten pressure decision makers. In recent cases high-income jurisdictions making policies more coercive, alone could explain why arose these others, while path dependency some mandates made them Explanation lies restrictive being attractive for governments, whether they problems governance, pressures generated activists. Mandates can be framed as targeting whole populations localised groups refusers, implemented without onerous costs complexity.

This research investigates the extent to which financial incentives (conditional cash transfers) would induce Americans opt for vaccination against coronavirus disease of 2019. We performed a randomized survey experiment with representative sample 1000 American adults in December 2020. Respondents were asked whether they under one three incentive conditions ($1000, $1500, or $2000 incentive) no-incentive condition. find that-without coupled incentives-only 58 per cent respondents elect vaccination. A yields an 8-percentage-point increase vaccine uptake relative this baseline. The size transfer does not dramatically affect rates. However, responses differ by demographic group. Republicans less responsive than general population. For Black and Latino especially, very large may be counter-productive.
