The article analyzes the possibility of transitioning a general education school to an online learning format. indicators are such categories as educational activity, quality education, intensity motives. To achieve this goal, sociological survey high students in Rostov-on-Don (Russia), well their parents and teachers, was conducted. last two groups respondents presented status experts. This article is devoted to the analysis of online training resources for quality assurance in higher education Russia. The review scientific literature has led conclusion that Russian discourse potential learning ensure expected through resource been practically not studied. aim study: determine sufficiency social institution methodological basis neo-institutional approach. Prior empirical study, following basic concepts were operationalized: education, learning, education. result operationalization was definition two indicators: 1)students' an environment; and 2)faculty environment. study found vast majority teachers indicated a dramatic decrease effectiveness their educational activities when they went online. includes professional motivation interest end work, mental detachment from indifference learners, increased anxiety due fears health deterioration, development, loss visual non-verbal control over students, etc. teachers' opinion on main positions correlates with students' point view. However, among students stable group about 25% identified, which focused demonstrates belief under its implementation increase. This article analyzes the possibility of online education to ensure quality higher education.
