Evaluation of Local Government Digital Governance Ability and Sustainable Development: A Case Study of Hunan Province

Strengthening
the
governance
capacity
of
local
governments
in
digital
domain
is
crucial
to
modernization
national
system
and
process
sustainable
development.
This
paper
integrates
concept
development
drawing
upon
principles
systems
theory
adopts
logical
analytical
framework
“resource
input–process
transformation–result
output”
construct
a
indicator
for
governments.
The
focus
on
three
dimensions:
basic
resource
input,
network
public
opinion
management,
service
effectiveness.
Using
statistical
data
from
indicators
14
cities
prefectures
Hunan
Province
2018
2022
as
case
study,
we
base
our
analysis
index
constructed
herein.
Employing
entropy-weighted
TOPSIS
method
obstacle
degree
model,
evaluate
analyze
government
Province.
Our
findings
indicate
that
government’s
has
been
rising
trend
overall.
However,
there
are
noticeable
regional
disparities
strength
across
western,
northern,
central,
southern
Hunan,
particularly
terms
effectiveness,
which
presents
most
significant
barriers
improvement.

their
efforts

digital
economy’s
transformative
impact
on
agriculture
presents

China’s

high-quality
agricultural
rural

31
Chinese
provinces
spanning
2012–2021.

analysis
