Abstract The objective of this study is to contribute the research and development vertical axis wind turbines (VAWTs). Renewable energy development in Libya faces numerous obstacles that hinder its progress. This paper aims to identify these and propose effective strategies overcome them. Based on the literature review expert opinions, eight were identified: lack of infrastructure, dependence fossil fuels, a stable investment climate, political instability, weak regulatory framework, varying environmental conditions, public awareness, technological barriers. The analytic hierarchy process (AHP) method was used calculate weights obstacles. results showed infrastructure most critical obstacle, followed by fuels. Seven suggested obstacles: encouraging private sector investment, providing financial incentives, strengthening capacity building, promoting technology transfer, international cooperation. combined compromise solution (CoCoSo) rank based their effectiveness. important strategy findings this can support decision-makers take right decisions allocate resources effectively identified promote renewable development.
