Abstract Research Summary on organizational climate change adaptation has focused high‐income nations, neglecting vulnerable regions already facing severe impacts. This study addresses this gap by examining how decision‐makers in contexts respond to change, drawing a unique panel dataset of over 3000 agricultural producers Brazil. Using an abductive mixed‐methods approach, we develop framework that explains how, contrary findings from contexts, the experience and resulting heightened perception risk are more likely increase maladaptive rather than adaptive responses. These responses create “climate traps”—vicious cycles driven interplay between decision‐makers' perceptions ecological feedback loops, which further exacerbate vulnerability. Extreme weather (heat waves, floods, drought, tropical storms, and tornados) has intensified as a result of climate change. In particular, the effects climatic hazards on remote communities are more severe due their limited access to resources (e.g., health, socio-economics, sewer, stormwater, drinking water systems), causing dichotomy between urban cities regions. For example, unknown potentially emerging contaminants present in floodwater have detrimental rural communities, an increased number deaths given lack public health resources.
