As a form of urban experience tour, cultural visiting routes provide an innovative approach to addressing the fragmentation and isolation resources in historic districts. This method emphasizes systematic continuity spatial patterns is currently implemented at both regional scales. However, methods for constructing block scale still require further investigation. Cities, particularly megacities, face significant challenges in transitioning toward sustainability. Many countries have developed dual or multiple capitals for diverse purposes (e.g., political, administrative, economic, touristic, and cultural). Limited research exists on the ‘15-minute city’ (15-MC) concept, regions like Middle East North Africa (MENA region). This study evaluates application of ‘15-MC’ concept globally regionally to derive Urban Planning Principles (UPPs) indicators livability accessibility. Using a theoretical framework supported by site visits quantitative assessments, examines two districts NAC as case studies. Key UPPs proximity services, mixed-use development, public transport, green spaces, community engagement, local economy, sustainability) were evaluated along with walkability scores, bike infrastructure, environmental impact indicators. The results reveal that most services are accessible within 15-minute walk ride. However, essential facilities universities hospitals) exceed this threshold (20–30 min). area per inhabitant (17 m2/capita) meets WHO European recommendations. has clean, transportation 94.26 km cycling lanes. Modern and smart cities prioritize providing sufficient facilities for inclusive bicycle-friendly streets. Several methods have been developed to assess city bicycle environments at street, neighborhood, levels. However, the importance of micro-level indicators bicyclists’ perceptions cannot be neglected when developing a bikeability index (BI). Therefore, this paper proposes new BI method evaluating suggestions improving streets, focusing on infrastructure facilities. The proposed is an analytical system aggregating multiple into structured using weighed coefficients scores. In addition, study introduces five design principles acknowledged in literature, experts, authorities worldwide. This study investigates the accessibility of cultural and heritage sites in Seoul through innovative lens 15-minute city framework, a model that prioritizes proximity to essential resources foster equity, inclusion, sustainability. Using GIS-based analysis, this employed vital dimensions such as walkability, multimodal transit connectivity, land-use diversity, safety, retail activity, carbon emissions, build composite index for sites.
