The design and implementation of public health policy may shape state innovation capacity with governance effectiveness, political stability, government integrity. Previous studies, however, failed to incorporate these relationships simultaneously. This study aims combine two distinct scholarships examine whether the quality policies in sector contributes capacity. We extracted data from WHO international regulatory dataset covering Member States between 2010 2017 investigate relationship ( N = 145).
