Purpose Due to mitigate against natural disasters like earthquake and distribute relief items, designing humanitarian chain networks is an attentional issue. Agile efficient distribution of items after occurring a disaster significant, especially when some the are perishable. Natural disasters are accidental and unpredictable occurrences requiring particular procedure developments to minimise their impairment. Adequate capacity with appropriate location of medical centres, effective distribution reliefs, auxiliary equipment play an influential role in post-disaster relief rescue operations. Pre-disaster efforts can be practical not only for Humanitarian Supply Chains (HSCs) but also supportive Organizations (HOs) the phase. This study presents a two-stage stochastic programming model which (1) site numeral Temporary Medical Centers (TMCs) given number existing hospitals, probability damage roads/hospitals besides categorising casualties (triage) analyzed, (2) influence Quantity Flexibility (QF) contract is investigated pre-positioning procurement planning. After selecting reliable supplier(s), determines suitable level ordering each item. Also, identifies optimal TMCs positioning solution considering casualty types, demand, span between affected regions, centres available capacity, multi-transportation modes.
