The reallocation of authority upward, downward, and sideways from central states has drawn attention a growing number scholars in political science. This article introduces transition management as a new governance approach for sustainable development. The article describes the field of sustainability transitions research, which emerged in past two decades context a growing scientific and public interest large-scale societal transformation toward sustainability. Environmental governance: participatory, multi‐level – and effective? DOI

Abstract Current political trends and scholarly research increasingly promote collaborative participatory governance in multi‐level systems as a way to more sustainable effective environmental policy. Yet empirical findings well conceptual works from different academic fields remain ambiguous about this claim. This paper explores whether what extent the existence of multiple levels affects ability decision‐making deliver high quality policy output improve implementation compliance. To end, literature on governance, public participation complex are integrated five sets hypotheses. In order put these ‘plausibility probe’, meta‐analysis 47 case studies Northern America Western Europe is conducted. These cases provide qualitative insights allow for some generalization form correlation analysis. The study finds that, predominantly, preferences involved actors determine outputs (and outcomes) decision‐making. Further, face‐to‐face, but not mere two‐way, communication appears positively influence ecological standard decisions. analysis also suggests that highly polycentric system comprising many agencies yields higher than rather monocentric governance. However, correlations between effectiveness scale, delivery institutional fit ecosystem, could be identified. concludes by outlining pathways systematic comparative pressing questions.
