Health disparities within rural communities, notably those affecting migrant and refugee populations, are well-documented. Refugees often grapple with high disease burdens mortality rates due to limited access primary healthcare their vulnerable socio-economic political situations. This issue is particularly acute in the areas around Medellin, Colombia, where influx exacerbates existing public health challenges. Studies highlight a substantial gap between community needs policies, resulting inadequate access. Public health efforts have emphasized changes to policies, systems and environments (PSEs) improve behaviors for individuals communities. Extension has increasingly these approaches, particularly work of Family Consumer Sciences (FCS) agents. In part, this emphasis on PSEs in been driven by SNAP-Ed other federally funded initiatives, such as the Centers Disease Control Prevention (CDC) High Obesity Programs (HOP). University engagement within communities is becoming more important, and public land-grant universities (LGUs) are uniquely situated to create knowledge that benefits society. Intercollegiate Extension programs could be a novel approach improving university by using the mission as catalyst for socially relevant programs. However, gap remains in literature regarding specific guidelines overcome barriers toward intercollegiate The purpose of this study was explore how transactional factors influenced implementation at LGUs. A qualitative descriptive phenomenological research design used. Organizational Change model guided interview protocol creation. All eight participants were employed Template analysis applied data combined with constant comparative method. Four themes six sub-themes emerged from interviews. were: (a) promotion tenure, (b) utilizing LGUs’ organizational structures support programs, (c) task individual skills required successful (d) professional recognition.
