Objective: This study aims to develop a disaster mitigation-based tourism industry management strategy in the Morotai Island Regency. Theoretical Framework: The development of is needed educate community and tourists feel comfortable when travelling reduce risk disasters at tourist destinations. Method: Analytical Hierarchy Process (AHP) was used this study. AHP technique for determining decisions multiple criteria need be considered functions by breaking down complex problems into smaller groups so that they are more structured systematic. Results Discussion: results indicate most important attractions coastal areas/mangrove forests, with historical heritage sites occupying highest position. parties play key role managing government, community, private sectors. developing include accessibility, mitigation, accommodation. In next stage, four alternative strategies proposed priority handling: disaster-resilient infrastructure, evacuation systems, early warning preparedness training. Research Implications: managerial implications First, government should focus on tourism/mangrove attractions. Second, related improve accessibility accommodation focusing mitigation. Originality/Value: contributes disaster-prone areas.

This study analyzes the role of Penta Helix in developing social innovation to address poverty coastal areas Riau Islands. Using a qualitative research method with case approach, problem mapping and previous studies were conducted using VOS Viewer. Data collection techniques included observation, in-depth interviews, Focus Group Discussions (FGDs), documentation, while analysis used Miles Huberman method. The results show that high rates several areas, such as Lingga Regency Tanjung Pinang City, have led problems crime, instability, migration. Limited access education, healthcare, employment opportunities worsens situation. Although empowerment programs been implemented, their remain limited. A collaborative approach involving various stakeholders through proves be effective creating more sustainable solutions empower communities. Cross-sector collaboration between government, private sector, academia, local communities is expected improve welfare reduce impact disasters caused by poverty.
