Nature-based solutions (NBS) were introduced as integrated, multifunctional and multi-beneficial to a wide array of socio-ecological challenges. Although principles for common understanding implementation NBS already developed on landscape scale, specific are needed with regard an application in urban areas. Urban areas come particular challenges including (i) spatial conflicts system nestedness, (ii) biodiversity, fragmentation altered environments, (iii) value plurality, multi-actor interdependencies environmental injustices, (iv) path-dependencies cultural planning legacies (v) potential misconception cities being artificial landscapes disconnected from nature. Competing narratives of nature-based solutions: Leveraging the power of nature or dangerous distraction? DOI Creative Commons

Nature-based Solutions (NbS) are increasingly proposed in international environmental governance settings to address the interlinked crises of climate change, biodiversity loss, and growing inequality. Thus far, scholarly research on NbS has been largely conceptual, empirical from social sciences is widely absent, as insights into narratives that surround them. Using 2019 United Nations Climate Action Summit Change Conference (COP 25) a case study, we set out analyze range associated with proposals for (and against) NbS. We used discourse coalition approach, drawing data systematic document analysis public-facing texts actors, expert interviews. Results reveal two central opposing narratives: 1) Leveraging power nature—NbS multifunctional, powerful, must play critical role addressing global challenges, especially change (held by proponents): 2) Dangerous distraction—NbS being co-opted continue what seen unsustainable, unjust, status-quo critics). Both make use ambiguity NbS, though contrasting ways, their respective coalitions reflect reproduce existing fault-lines governance. Compound flood events by storm-enhanced intensive rainfall and surges on coastal inland surface water flooding are increasingly exacerbated, causing significant impacts in cities. In light of climate change the rapid urbanisation process, future risks consequences compound floods growing. Among global cities, Chinese cities face substantial challenges reflected recent damages. Here we investigate previous sources, impacts, consequences, challenges, more importantly response measures from case integrating media sources governmental literature analyses. We have found that, during last decade (the 2010s–2020s), Central Government (CCG) Municipality authorities co-produced good practices to reduce accordingly via efficient emergency responses, technological services (e.g., mobile phones apps), improvement blue-green (i.e., "Sponge City Program") adopted with engineering standard urban environment. For advancement next 10 years beyond, encourage governments transform further implementing "Sponge", Nature-Based Solutions mixed communication technologies, meteorological perspectives. These keys improving resilience terms reducing risk generated sea-level rise, storm rainstorms under uncertainties.

Nature-based solutions (NBS) are championed for providing co-benefits to cities and residents, yet their environmental justice impacts increasingly debated. In this paper, we explore whether how hybrid governance approaches, such as Mosaic Governance, may contribute just transformations sustainable through fostering long-term collaborations between local governments, communities, grassroots initiatives. Based on case studies in three major European cities, propose then exemplify six possible pathways increase justice: greening the neighborhood, diversifying values practices, empowering people, bridging across linking institutions, scaling of inclusive discourses practices. Despite diversity outcomes cases, our results consistently show that Governance particularly contributes recognition NBS practices alignment with community aspirations. Nature-based solutions (NBS) are an innovative concept that mimics the processes of natural ecosystems, popularized principally in European Union. With a substantial body literature amassed since term’s inception 2015, there is need to systematically review existing identify overarching gaps and trends, according disciplinary focus, geographic scope, key themes, direct future research inquiry policy recommendations.
