In the pursuit of China’s carbon peak and neutrality objectives, county-level areas assume a pivotal role in orchestrating diverse initiatives for low-carbon development. However, empirical evidence is limited. This paper aims to fill this gap by exploring driving factors path at county level, using Shandong Province as case study. Employing data related economic development, industrial structure, land utilization, energy consumption, emission characteristics, principal component analysis (PCA) was utilized extract following five peak: green transformation, urbanization, construction, environmental constraints. Subsequently, K-means clustering identified cluster areas: (1) agricultural transformation pending area, (2) lagging (3) (4) potential areas, (5) demonstration area. Based on these study further elucidates spatial combination models within urban system, spanning central cities, coastal resource-based cities. Abstract Most of the current studies on carbon emission reduction have been focusing urban and industrial levels, overlooking policy assessment emissions construction enterprises in Yangtze River Economic Belt (YREB). To explore impact smart city (SCP) enterprises, this paper constructs a theoretical framework model for evaluating SCP based Political-Economic-Sociocultural-Technological-Environmental-Legal (PESTEL) perspective pollution halo hypothesis. In addition, adopts panel data 110 cities covered by YREB from 2004 to 2021 verifies mechanism through difference-in-differences (DID) method, propensity score matching (PSM) analysis mediating effects moderating effects. The conclusions are as follows: (1) significantly curbs pilot cities; (2) has regional qualitative effect it upstream downstream regions; (3) R&D FDI important transmission mechanisms; (4) new urbanization positive enterprises.
