Abstract While public sector organizations continue to implement information and communication technologies (ICT), it is unclear what extent digitalization efforts influence the discretion of street‐level bureaucrats. Understanding relationship between ICT human an important consideration for managers overseeing technology implementation processes evaluating outcomes. This systematic literature review examines studies that explore use. The results show there are several mechanisms through which ICTs change discretion, such as removing face‐to‐face interactions, standardizing processes, enhancing top‐down monitoring, increasing exchanges, providing decision supports. Street‐level bureaucrats adopt various strategies resist ICT‐driven standardization, suggesting may alter workplace dynamics professional identities frontline workers. Revealing changing has implications research practice more agencies expand their reliance on deliver services, thereby incorporating new actors institutional arrangements.

Abstract Based on a systematic review of 119 articles and working papers, we provide an overview how administrative burdens in citizen–state interactions have been studied since the inception research agenda 2012. We develop new comprehensive model key concepts framework are related, assess evidence causal relationships proposed by model, discuss where more is needed. Abstract A key insight in the literature on administrative burdens and exclusion is that they can be a form of policy making by other means to disincentivize people's access services, rights, benefits. Digitally vulnerable populations’ use of e-government services: inclusivity and access DOI

This study explores the utilisation of e-government services by digitally vulnerable individuals in South Korea. The research questions focus on understanding current status use among populations, including elderly, low-income, disabled, and multi-cultural families, level inclusivity for them, policy implications improving access to these services. Using data from 2021 National E-government Survey (NES) Korea, found that only a small percentage populations are aware most web-based app-based information transaction, financial e-participation, social welfare not inclusive age income level. Abstract To err is human, and as such, administrative errors are an inevitable component of current future welfare state bureaucracy. Hitherto, while studies on burden have shown us that routine interactions with bureaucracy often burdensome, very little known about the nature these when something goes wrong. Most social policy public administration scholarship focus ex‐ante analysis errors, only scant research devoted to ex‐post how claimants experience such once they occur, types costs may incur. This article contributes growing field by examining claimants' experiences errors. Analysis 19 interviews Israeli benefit recipients uncovered two themes. Medium and Message by Mail: A Field Experiment to Promote Low‐Income Assistance Programs DOI Creative Commons

ABSTRACT Limited awareness impedes take‐up in low‐income utility assistance programs, which often suffer from low uptake. This study uses a field experiment to evaluate direct mail as means of reducing learning burdens and thereby increasing participation financial programs offered by large American sewer utility. Employing conjoint design, we sent customers mailings that varied medium (postcard vs. letter), frequency, color, sender (government nonprofit), message framing (percentage discount dollar savings), language (English English‐Spanish). Compared the control group receiving no mail, significantly increased program inquiries. Notably, postcards were effective letters, sending even one mailing yielded substantial response increase; additional provided minimal benefit. Sender had significant effect. Surprisingly, bilingual resulted slightly lower rates. Our findings suggest mailings, particularly postcards, can help improve income‐qualified public programs.
