Purpose The study aims to assess the effectiveness of engaging tutors in designing and using ICT integrated lesson activities strengthening their pedagogical use competences. This study examined digital literacy gaps impacting the promotion of 21st century skills among students in higher education institutions sub-Saharan Africa. As many undergo technological transformations, understanding these is crucial for equipping graduates with required workforce skills. This paper aims to test the predictive power of facilitative conditions and technological literacy skills in using Learning Management System (LMS) for learning a Tanzanian university setting. The socioeconomic vulnerability of youths in developing economies is a challenge that can be mitigated by quality education and digital learning skills. However, it increasingly demanding for still struggling with universal access to preadult provide their education. The use of E-learning as a new educational technology is currently top priority in many universities developing-countries. main purpose this research to determine how e-learning affects the teaching and learning (T&L) performance Tanzanian universities. Employing questionnaire tool, quantitative approach was used collect data. A total 390 out 400 respondents including lectures students were taken into account, with 97.5% response rate. Data SPSS version 21 analyzed using partial least squares structural equation modeling (PLS-SEM) technique confirmatory factor analysis (CFA). According findings study, only one nine hypotheses tested have non-significant effect on T&L performance, indicated by p-values >0.01. Further, there no statistically significant perceived usefulness lowering cost/expenses. Furthermore, other variables assessed expectancy, ease use, significance increased quality instructional material delivery, convenience facilities. study inform policymakers reformulate information communication (ICT) policy clearly spell adoption for providing facilities should, particular, clear vision implementing an appealing, conducive service delivery environment, well achieving appropriate high performance. This study aimed to investigate the impact of COVID-19 pandemic on Namibian education system, specifically focusing Oshana Education Region.
