With the increasingly serious problem of global climate change, many countries are positively promoting carbon-emission-reduction actions. In order to deeply explore interaction between enterprises’ carbon-emission reduction and governments’ regulation, this paper builds evolutionary game models governments enterprises under reward-and-punishment mechanism. The peer-incentive mechanism is introduced incentivize reduce carbon emissions coordinate enterprises. evolutionary-stability strategies obtained by solving models. stability equilibrium points different situations theoretically numerically studied. results show that existence peer incentives makes more inclined regulate. A sufficiently large fund can always encourage choose positive carbon-reduction emission strategies, while regulation strategies. The steel industry is notable for its significant environmental impact, highlighting the pressing need to promote technological innovation within sector in order reduce carbon emissions. This paper utilizes a quadrilateral evolutionary game model analyze strategic behaviors of producers, construction companies, scrap recyclers, and government throughout entire production, consumption, recycling processes their impact on emission reduction. analysis simulation provide policy insights these four key players. study’s findings are as follows: (i) Government subsidies can effectively stimulate low-carbon production methods encourage green consumer behavior. (ii) choices by manufacturers recyclers primarily influenced cost factors. play crucial role incentivizing smooth transition methods. (iii) For manufacturers, benefits derived from critical factor influencing engagement such initiatives. If benefit regulations, they more likely engage innovation. (iv) strategies companies costs associated with exhibiting threshold effects.
