In Latin America, initiatives have been advocated for developing rural roads that facilitate optimal conditions free from dust, mud, and noise. The criteria assessing public investment do not align with the requirements of infrastructure. Indeed, in areas, territorial such as openness to rural–urban markets, access education health, environmental protection, culture, identity are more important than transportation times or traffic volume. Hence, a multicriteria evaluation method is proposed prioritize road improvements maximize their contribution sustainable development. highest optimized using multi-objective decision-making analysis prioritized based on Manhattan distance. addition, fuzzy cognitive map analyzes dynamic behavior roads. Based this proposal, case study applied where fifteen selected sample 101 Araucanía Region, Chile. For this, 16 criteria, 27 indicators, sustainability’s social, environmental, technical, economic dimensions considered. results detect reduced one-dimensional contributions despite identifying 15 collectively enhance sustainability. Two stand out long-term sustainability contribution, which influenced by zonal productivity, tourism, maintenance. Thus, can help agencies rank must be subject development projects.

Abstract A resource-efficient society that reduces waste is one of the European Union’s long-term objectives. Waste cannot be prevented should reused as far possible through sorting, recycling and minimizing landfill. Achieving this goal requires active coordinated participation all stakeholders, including households. However, low involvement in reduction measures certain consumer groups, especially hard-to-reach consumers, poses a significant challenge. This paper investigates mental models practices different groups using cognitive maps an analysis tool. The Mental Modeler tool used to predict behavioural patterns simulate impact various scenarios on these behaviours. results show consumers develop reactions management foreseen legislation, with exhibiting particularly minimal engagement. study highlights differences between emphasizing need for tailored, interdisciplinary approach understand motivations effectively promote sustainable behaviour change. findings suggest transition circular economy successfully, specific strategies policy interventions targeting are essential stimulate their engagement resource reuse practices.
