Abstract
Decarbonizing
industrial
sectors
is
a
critical
global
challenge,
involving
the
creation
of
new
spaces—‘net
zero
clusters’—co‐locating
energy
and
‘hard‐to‐abate’
industries
such
as
oil
refining
steelmaking.
This
paper
provides
first
empirically
grounded
geographical
investigation
these
emerging
spaces.
It
employs
place‐based
research
agenda
to
unpack
how
UK
net
clusters
(ICs)
are
imagined
emplaced
in
policy
industry
discourses
through
naming,
spatial
configuring
mapping
activities.
By
conducting
document
analysis,
33
in‐depth
stakeholder
interviews
five
field
trips
three
case
studies,
we
show
cluster
imaginaries
vary
across
cases
contexts
terms
constituents,
focus
purpose.
Ontological
complexity
compounded
by
different
rationales
among
stakeholders
contested
naming
boundary
setting.
ambiguous,
evolving
spatiality
raises
important
political
justice
concerns
over
who
where
excluded
building.
These
findings
advance
geographies
low‐carbon
transitions
showing:
(1)
ways
that
ICs'
embeddedness,
which
underlies
configurations,
helps
increase
actors'
recognition
their
economic,
social
cultural
ties
with
places
making,
even
if
this
risks
path
dependency;
(2)
fluid
boundaries,
reflected
names
maps,
emphasize
value
network
topology
scale

spatially
inclusive,

Carbon
capture,
transportation,
utilization,

storage
(CCT(U)S)
is
indispensable
to
reduce
the
hard-to-abate
emissions

achieve
Swiss
climate
goals
by
2050.
Around
world,
there
are
various
efforts
of
CCT(U)S.
The
pilot
project
Demonstration
Upscaling
CARbon
dioxide
Management
solutions
for
a
net-zero
Switzerland
has
evaluated
technological,
economic,
regulatory,
social
feasibility
two
specific
CCT(U)S
pathways
their
upscaling
potential:
(i)
CO2
utilization
permanent
in
recycled
concrete
Switzerland,
(ii)
transport
geological
reservoirs
Iceland.
To
assess
public's
perception,
familiarity,
acceptance,
support
provide
recommendations
on
how
best
inform
public
about
CCT(U)S,
we
conducted
six
focus
groups
an
online
survey.
As
part

did
between-subjects
experiment

communication
products

presented
same
information
differently.
Our
results,

indicate

familiar
with
