Abstract Through learning, policy actors can maintain, reinforce, or revise their beliefs and positions about the design outcomes of policies. This paper critically analyzes factors influencing learning by comparing processes two EU laws recent “Fit for 55” climate package: (i) revised provisions on increasing energy efficiency in companies included recast Energy Efficiency Directive (ii) new FuelEU Maritime regulation provided decarbonizing maritime shipping. Learning across coalitions with competing was encountered first case but not other despite similar institutional settings. The last decade has seen substantial advances in statistical techniques for the analysis of network data, as well a major increase frequency with which these tools are used. These designed to accomplish same broad goal, statistically valid inference presence highly interdependent relationships, but important differences remain between them. We review three approaches commonly used inferential analysis—the quadratic assignment procedure, exponential random graph models, and latent space models—highlighting strengths weaknesses relative one another. An illustrative example using climate change policy data shows that all models outperform standard logit estimates on multiple criteria. This article introduces political scientists class beyond simple descriptive measures structure, it helps researchers choose model use their own research.

How do social networks differ between highly collaborative and less forms of governance? Drawing on a prior study that characterized the level collaboration for three federal hydropower relicensing processes, we develop exponential random graph models meeting attendance participation networks. We find process had lower overall density propensity relatively fewer stronger interactions. Reciprocity is highest in high-collaboration process, indicating it by mutual In low-collaboration patterns connections any members network displayed more unidirectional structure, suggesting asymmetrical interactions active versus passive network.
