In an era of rapid technological advancement, digital transformation is crucial for high-tech firms to remain competitive and drive innovation. Abstract Water is the lifeblood of our Earth, and sustainable water consumption key to preserving this scarce resource for future generations upholding environmental sustainability. In study, we investigate relationship between knowledge (EK), policies regulations (EPR), attitudes toward management programs (APWRMP), perceived quality (PWQ), (SC), enriching existing literature by integrating theoretical framework theory planned behavior (TPB) alongside program (WMP) concepts. This integration forms a comprehensive model clarifying influences on SC. Furthermore, study investigates these relationships within specific context select regions in China, addressing geographical gap current literature. Digital technologies have revolutionized the business field, offering significant opportunities for small and medium-sized enterprises (SMEs) to enhance sustainability value creation. This study investigates impact of digital technology adoption on economic social creation, as well SME performance. Specifically, it examines how media applications, big data analytics, IoT blockchain AI-enabled applications influence within SMEs. We employed a hybrid approach integrating Structural Equation Modeling (SEM) Artificial Neural Network (ANN) techniques using SmartPLs 4.0 Application; this research analyzes these relationships. Small and micro enterprises (SMEs) make important contributions to economic development, innovation, employment in every country. The increasingly strict environmental regulations have become a global trend, but the empirical literature that evaluates impacts of on SMEs’ growth based their observational data is extremely rare. This study aims investigate how city-level China affect growth, with focus identifying lag effects, heterogeneous across regions/enterprise types, mediating roles technological innovation policy support, using unbalanced panel from 2007 2016. Using dynamic model entropy-weighted assessment, results show following: (1) Stricter significantly impede this effect persisting for up two years. Robustness tests confirm stability these findings. (2) Despite overall negative impact, our analysis reveals can stimulate by promoting increasing support. (3) Heterogeneity shows regulatory effects vary region, ownership structure, tax status, most adverse observed private firms, small-scale taxpayers, businesses outside Yangtze River Economic Belt.
