There are too many overlapping MSMEs determination policies which result in hampering empowerment. The dynamics of global change require a fast and responsive response because, without policy reformulation, economic growth will stagnate or even slow down. This article delves into the necessity regulatory reform to enhance ease doing business for MSMEs, using Omnibus Law method. Conducted as normative legal research, this study uses research analyzes secondary data examine existing challenges. findings reveal various obstacles faced by including complexities obtaining licenses, cumbersome tax payment systems, limited access capital, absence formal entity. To address these issues, alternative solutions proposed through method, emphasizing simplification regulations, fostering public participation, harmonizing both vertical horizontal regulations. This study investigates the impact of Non-Performing Loans (NPLs) on Cambodia’s economic growth, utilizing panel data analysis with annual from 62 microfinance institutions over period 2017-2023. Data sourced National Statistics Institution Cambodia, Bank and World Bank. The results show that NPLs have a significant negative effect Gross Domestic Product (GDP) growth. In contrast, inflation is found to positive relationship GDP suggesting moderate may stimulate activity. Furthermore, government regulations are shown influence highlighting importance well-structured regulatory environment. These findings emphasize need strengthen financial sector stability, carefully manage inflation, enhance frameworks, encourage sectoral diversification ensure sustainable growth in Cambodia. also underscores further research better understand mechanisms underlying between these variables performance.
