In the context of digital age, transformation provides direction for shipping enterprises in addressing new challenges, such as breakout Covid 19 epidemic, changes customer needs, and environmental pollution. However, there are many factors that affect adoption businesses. The goal this study is to use TOE (technology, organization, environment) framework investigate influence implementation companies. This used quantitative methods, including a survey sample 436 managers from 2021 2023. Our findings show technology development, skills, financial resource availability, top management, competitive pressure all have positive effects on maritime firms. Digital government has become a key strategic choice for achieving sustainable development globally. How governments can effectively promote digital transformation and is major issue that needs to be addressed. Of these, the stunted of in developing countries more notable issue. To this end, "Pressure-Action-Resources" analytical framework was constructed based on "Pressure-Response" model. Using 31 provinces (cities districts) China between 2015 2021 as research sample, dynamic QCA method used analyze multifaceted paths drive government. Many studies have examined the influence of digital technologies, such as robots and artificial intelligence, on enterprise labor, but few investigated underlying mechanisms impact paths empowerment labor employment. Therefore, this study uses data manufacturing enterprises listed China's Shanghai Shenzhen A-share markets from 2011 to 2020, applies a panel fixed effect model test relationship between employment, relationship.
