Indices to measure the extent and penetration of information in an economy are static measures. Information, however, is a dynamic, expanding resource. Information produced when data from digital computers articulate with human-generated systems where they transformed into information. Economic effective it fuels technological innovations contributing total factor productivity (TFP) growth. This paper develops theoretical model economic (EEI) as dynamic process. Using systemic design thinking, value chains embedded within their TFP-information absorption ecosystem. Core infrastructure, which covers transportation, information and communication (ICT), energy, water sanitation systems, plays a significant role in economic growth. The development of core infrastructure – one the European Union (EU) Cohesion Policy (CP) priorities is heavily funded. However, it remains unclear whether these investments achieve main aim, i.e. contribute to growth convergence between EU countries especially regions. Digital transformation is now one of the most important topics in all EU countries creating and managing strategies visions for states, businesses, organizations, citizens. The ICT sector currently sectors with significant added value. main purpose paper to identify efficiency digitalization economy society concerning performance sector. This uses multi-criteria evaluation methods – Data Envelopment Analysis (DEA models). Inputs basic DEA model are dimensions’ values Economy Society Index (DESI), which also used express DESI summary indicator, such as human capital, connectivity, digital technology integration, public services. Output indicates share GDP. Finally, output-oriented models score. analysis results show that Bulgaria, Romania, Greece, Malta have a below-average level DESI, but they can be classified efficient. This paper examines the relationship between citizens' level of digital skills and country development. Country development is measured by Gross National Income per capita (GNI p.c.), while World Economic Forum. We gathered data from Bank databases for 2019 135 countries worldwide. For analysis, we used correlation analysis. The analysis results show a significant strong positive linear GNI p.c., i.e., highlight important role in developing an adequate crucial 21st century – skills.
