Industrial agglomeration not only brings economic prosperity, but also raises concerns about its environmental impact. How to balance industrial and inclusive growth is a major challenge for today's social development. On the foundation of balanced panel data 164 cities in China from 2003 2013, our study employs dynamic spatial Dubin model empirically analyze possible effects between air pollution at China's urban level, detects potential transmission mechanism through lens regulation, technological progress structure upgrading. The findings denote that: (1) An inverted "N" type relationship exists pollution, namely, with deepening agglomeration, city will first decline, then rise, finally recover trend decline. This study explores the impact of economic growth targets on green total factor productivity (GTFP) based a panel Tobit model and two manual datasets 30 Chinese provinces from 2002 to 2019. We find that significantly inhibit GTFP, which is more pronounced in have high incentives when setting targets, use hard constraints announcing fulfill their targets. In addition, we GTFP by undermining efficiency aggravating environmental pollution. Moreover, command-controlled regulations weaken inhibitory effect while market-motivated aggravate this effect.
