In the last decades, discourse and practice on urban transformation have centered around concepts of sustainability resilience. However, resilience in a narrow understanding – i.e. protecting status quo can contradict sustainable development. Urban coastal communities are among the most vulnerable to flood hazards, with these threats set increase under climate change. Knowledge of how uncertainty shapes passive or proactive local decision-making processes adaptation remains sparse – significant potential inform resilient and sustainable futures. Purpose This paper explores the inherent conflicts within sustainable development paradigm, particularly tension between long-term environmental planning and short-term economic social priorities in democratic governance. It argues that resolving these requires an intermediary actor with specific characteristics, capable of balancing rational participatory, incremental decision-making. Urban facility management (FM) is introduced as a potential candidate for this role, offering structured yet adaptive approach to urban aims highlight importance recognizing legitimizing FM key facilitator achieving both sustainability engagement.
