Abstract Ionic frameworks (IFs), characterized by ionic bonds and periodic framework structures, find extensive applications in several fields. However, the inherent high bond energy of often leads to formation close‐packed structures rather than open frameworks. Consequently, selection suitable building units is pivotal for successful synthesis IFs. Utilizing large size negative charge polyoxometalates (POMs), along with their combination metal cations, offers an effective approach constructing In this study, 2D IFs are fabricated using {Na 4 O 18 } cluster formed sodium ions Anderson‐type polyanions. Polyoxovanadates integrated into voids, resulting a uniform distribution two clusters. The catalytic performance evaluated through reactions, revealing that clusters act as dual‐site catalysts, thereby enhancing reaction efficiency. presence strong reductants, polyoxovanadates undergo partial reduction, inducing single‐crystal‐to‐single‐crystal transformation. reduced display pronounced photothermal conversion capabilities serve efficient photothermal‐catalytic agents cycloaddition epoxides carbon dioxide.
