ABSTRACT
This
study
develops
a
comprehensive
evaluation
framework
to
assess
the
incorporation
of
river
ecosystem
services
(ESs)
into
policy
content,
focusing
on
China's
River
Chief
System
(RCS)
policy.
The
introduces
quantitative
tool
that
bridges
gap
between
formulation
and
effect
by
integrating
hierarchical
indicator
system,
reference
values,
method
for
quantifying
ES
incorporation.
Key
findings
from
32
province‐level
RCS
documents
revealed
selective
certain
indicators,
significant
mismatches
focus
typical
structure
ESs,
notable
regional
disparities.
Provisioning
(i.e.,
water
supply)
regulating
pollution
mitigation)
are
prioritized,
while
critical
(e.g.,
flood
mitigation
habitat
maintenance)
cultural
education
science)
underrepresented.
Stakeholder
relationship
indicators
limited,
primarily
managers
spatial
relationships,
value
ESs

largely
ignored.
Policy
optimization
should
emphasize
expanding
coverage
incorporating
broader
stakeholder
involvement,
financial
incentives.

policymakers
