The burgeoning literature on compound disasters has advanced the understanding causes and drivers of multiple hazard events. Yet, so far, this provided limited insights concerning how events, triggering compounded emergencies, challenge emergency response systems. Here we develop a diagnostic to assess specific challenges facing systems when confronted with spatially and/or temporally comprises three elements. First, scenarios are defined based biophysical links within between communities, temporal overlap hazardous Second, by drawing from recent public administration literatures, network-centric model an system consisting actors, venues functions. Third, formulate set questions specify whether emergencies These advances together form tool for researchers as well practitioners identify potential weak spots in also helps assessing what cognitive, preparatory, planning capacities needed ensure more effective responses emergencies.

Compound threats—two or more relatively rare and high-consequence events that co-occur in time space, amplifying their effects—present difficult-to-predict can impose potentially grave consequences. While there has been increasing attention placed on modeling the probabilities outcomes of compounding threats, are no proposed governance models for compound limiting ability policymakers decisionmakers to manage such crises future. We visualize resilience threats understand how critical functioning system utility contain hazards, absorb losses, recover from stressors shifts over time.
