Abstract Guiding environmental regulation plays a crucial role in the implementation of village‐level river chief policies, and it is important to explore how guiding regulations affect policy capacity chiefs. This study focuses on chiefs as research subjects aims measure intensity guidance from their own perspective. By combining theoretical analysis empirical research, we delve into effects Our findings demonstrate significant positive impact Mechanism reveals that cognition, technical cognition institutional trust play mediating roles relationship between capacity. Furthermore, heterogeneity at village level indicates more pronounced western region, where villages have shorter establishment time system greater number non‐governmental At individual level, among individuals lower education groups those serving representatives people's congress. Based our findings, this paper proposes countermeasures suggestions enhance effectiveness regulations. These include formulating scientific reasonable requirements, providing with enhanced governance resources, emphasizing understanding trust. Addressing global food security demands urgent improvement in agricultural productivity, particularly developing economies where market imperfections are perverse and resource constraints prevail. While microcredit is widely acknowledged as a tool for economic empowerment, its role facilitating technology adoption improving incomes remains underexplored. This study examines the synergistic effects of access on maize farmers Kenya. Using household-level data, we employ an endogenous switching regression framework to control possible endogeneity microcredit. Our findings shows that positively influences advanced technologies. Key determinants, including marital status, use fertilizer application, extension services, cooperative membership, identified significant determinants access. Notably, Average Treatment Effect Treated (ATT) indicates 40.52% increase income among who microcredit, mainly driven by timely high-quality seeds, improved technologies, enhanced inputs. These results highlight microcredit’s promoting allocative efficiency enhancing Total Factor Productivity (TFP) within systems. Robustness checks, propensity score matching sensitivity analyses, corroborate these findings. The recommends implementation targeted financial policies educational initiatives meant promote credit access, encourage savings, literacy, credit-constrained households. Integrating measures could strengthen rural markets drive sustainable development across regions.

Green production is crucial in promoting sustainable agricultural practices, ensuring food safety, and protecting the rural ecological environment. Farmers, as main decision makers of production, their green behaviors (GPBs), directly determine process development. Based on survey data 656 apple growers Shaanxi Gansu provinces 2022, this paper uses a graded response model to measure information acquisition ability (IAA) farmers constructs an ordered Logit empirically explore influence mechanisms IAA, benefit cognition (GBC), new technology learning attitude (NTLA) farmers’ GPBs. The results show following: (1) IAA has significantly positive impact adoption GPBs by farmers, with high are more conscious adopt technologies; (2) affecting GPBs, GBC plays mediating role; (3) NTLAs have moderating effect GPB adoption; (4) there generational, educational regional differences Policy should improve facilities, strengthen promotion training, awareness level, formulate relevant policies mobilize enthusiasm for technologies.
