The development of strategy and tactics for reforms in the energy industry involves identification benchmark countries whose experience can form basis a quantitative assessment main targets reforms. such decisions be results integrated EU 2010–2021. Thus, based on linear model, Fishburn formula, variance analysis, 10 indicators were combined into single that characterizes effectiveness (for example, 2021, it was highest Austria (0.612), Germany (0.644), France (0.620); lowest – Latvia (0.383) Croatia (0.369)). Based this indicator, clustered using k-means method. Four clusters formed: representatives first (Austria, Germany, France, Spain, Sweden, Luxembourg) are strategic benchmarks all countries, other tactical from lower clusters. average values calculated. Las comunidades energéticas en España encuentran dificultades legales para su implementación, que se multiplican las zonas protegidas por patrimonio cultural. El objetivo de este trabajo es estudiar estrategias constituir una comunidad energética urbana dos barrios patrimoniales la ciudad Granada (España) así como utilidad tiene los vecinos formar parte misma. Este estudio utiliza metodología basada revisión bibliográfica y documental, el acompañamiento a mapeo opciones junto realización encuesta vecinas analizados.
