Abstract Digitization represents the ultimate expression of globalization that has revolutionized every facet global existence, enhancing connectivity, financial terms, trade opportunities, and public services. To further broaden or fortify this digital realm advance progress, various strategies for multi-criteria group decision-making (MCGDM) have been developed. This research article extends literature study on sensational MCGDM method known as Preference Ranking Organization Method Enrichment Evaluations (PROMETHEE), which shares burden selecting best alternative under many terms conditions. aims to make a positive contribution development world. The main principle PROMETHEE technique is calculate negative flows selected options according divergence alternatives’ scores. Target threat assessment provides support for combat decision making. The multi-target method based on a three-way can obtain classification while receiving ranking, thus avoiding the limitation of traditional two-way decisions. However, heterogeneous situation information, attribute relevance, and adaptive information processing needs in complex battlefield environment bring challenges to existing methods. Therefore, this paper proposes new with relevance. Firstly, dynamic is represented by weights are calculated Criteria Importance Through Intercriteria Correlation (CRITIC).
