Distractions and multitasking can hinder the effectiveness of language learning, requiring innovative strategies to engage maintain learners focus. Equitable access mobile internet technology ensuring accurate culturally appropriate learning materials are challenges in socialized teaching English technology. To overcome this issue, present for Socialized Teaching Learning Mobile Internet Technology (STEL-MIT) is proposed. Initially, data collected from education database. In pre-processing segment; it removes noise enhances input data’s utilizing Sub Aperture Keystone Transform Matched Filtering (SAKTMF).Afterward, fed pre-processing. eliminates missing (SAKTMF).The outcome transferred ITFCZNN. The listening, speaking, reading, writing successfully classified by using MCOA used optimize weight parameter proposed method implemented MATLAB, several performance metrics, including accuracy, precision, recall, sensitivity, F1 score, calculation time, determine STEL-MIT method's efficiency. Proposed attains higher accuracy 16.65%, 18.85% 16.45%; sensitivity 16.34%, 12.23%, 19.12%; precision 14.89%, 16.89% 20.67%,higher recall 18.54% analysed existing methods, such as Access Online Learning: Machine Analysis a Social Justice Perspective (AOL-ML-SJP), Design Intelligent Platform Based on Artificial Intelligence Techniques (OIET-AI), Novel Attack Finding System Investigating Pedagogical Challenges (IPC-MT-ET), respectively.
