Water resource allocation systems typically involve multi-level decision-making, with each level having distinct goals and interests, while being influenced by various factors such as social, economic, environmental, policy planning. The decision-making in water is characterized complex uncertainty dynamic changes. In light of this, this study integrates stochastic chance-constrained programming, bi-level goal rights trading to construct a objective programming model based on trading. not only effectively represents the random uncertainty, characteristics, interests levels, planning requirements policies but also utilizes market mechanisms enable compensated transfer rights, fully leveraging role marketization allocation. Taking Yehe River Irrigation District Hebei Province China an illustrative case study, specific scheme stage under guaranteed rate 50% 2025 results sub-region are obtained. Compared resources without trading, show that consumption per CNY ten thousand GDP(WG)of irrigation district decreased 3.42%, economic benefits Luquan District, Jingxing County, Pingshan Yuanshi County increased 19.17%, 7.19%, 15.11%, 4.94%, respectively.
