The high-quality and sustainable development of the digital economy cannot be achieved without support policy system. purpose this article is to scientifically analyze laws characteristics system that supports sustainability economy. Specifically, based on public theory, constructs an analytical framework “policy objectives—policy tools—organizational management” incorporates “central-local” relationship with Chinese into framework. Meanwhile, text analysis was used quantitatively 971 policies issued by central local governments in China from 2000 2022. Research shows government has taken lead introducing policies, are able respond quickly. government’s goals fluctuate change, while pay more stable attention product service industry. Both widely use supply oriented tools environmental-oriented tools, demand-oriented not applied. vertical between data management agencies still unclear, degree cross departmental regional cooperation high. empirical two-way fixed effects model technological innovation, R&D funding, industrial structure have a significant impact changes policies. This summarizes evolution context, providing design references for promoting methodological insights research other fields.
