Education is a pillar of the socio-economic development nation. Higher education (HE) an engine for national through producing required skilled manpower, technology, innovations, research, and training services. The purpose this study to highlight functioning, challenges, emerging initiatives in public universities Ethiopia. It employs narrative review method synthesis findings. A total 2004 published articles were searched using Boolean syntax from Scopus, ProQuest, ScienceDirect, Web Sciences databases, 40 maintained analysis. Thus, Ministry (MoE) oversees overall system higher education. Public have shown relatively rapid expansion last three decades compared 1950s, followed by increase gross enrollment rate (GER). However, concerns raised about sustainability these changes due low investment educational sector. Various reforms been introduced into like differentiation, curriculum changes, comprehensive exit exams undergraduates, admission tests postgraduate programs. struggling with persistent challenges such as quality concerns, inadequate inputs, rigid structure, poor working environments, unemployment, professional skill gaps. Due emphasis should be given strengthening leadership, supplying adequate resources, sustainable financing, staff development, improving service delivery,
