The
"policy
subsystem"
has
long
been
a
key
concept
in
our
understanding
of
how
policies
on
given
topic
are
produced.
However,
we
know
much
less
about
policymaking
nascent
policy
subsystems.
This
article
draws
the
theories
agenda-setting
and
venue
shopping
to
argue
that
similarity
convergence
subsystems'
agendas
across
different
institutional
venues
over
time
features
distinguish
more
subsystems
from
their
established,
mature
counterparts.

Abstract
Research
on
policy
integration
has
become
an
important
part
of
public
scholarship
by
analyzing
how
policymakers
create
linkages
between
subsystems
to
deal
with
complex
problems.
To
develop
this
research
program
further,
it
is
crucial
know

and
methodological
developments
in
the
field
studies.

reviews
empirical
literature

Abstract
This
paper
analyses
policy
integration
in
the
field
of
urban
policies.
Specifically,

sustainable
development
